Development Compliance Officer

Position Summary:

As a member of the Community Growth and Infrastructure Team, the Development Compliance Officer performs inspection duties to educate, advise, problem solve, and ensure compliance with Development Authority approvals and legislative requirements under the Land Use Bylaw, Municipal Government Act, and other applicable legislation.

Development Compliance Officer will perform the duties of Bylaw Enforcement Officer, Designated Officer, and Development Authority.


Key Accountabilities:

Compliance & Enforcement

  • Ensure all development activities comply with applicable planning, zoning, building, and environmental regulations.
  • Conduct inspections, investigate complaints, enforce legislation and conditions of development permit, and achieve compliance with the Land Use Bylaw and related regulatory requirements.
  • Collect evidence for Municipal Government Act (MGA) Orders and/or Provincial Court prosecution.
  • Issue warning letters, stop orders, infraction notices, and penalties and undertake other enforcement actions as necessary.
  • Provide enforcement support for related bylaws including Community Standards, Safety Code Act, and Business License bylaw.

 

Stakeholder Relations

  • Serve as subject matter expert, work with applicants and internal/external stakeholders to achieve compliance in accordance with Development Permits and the Land Use Bylaw.
  • Explain policies, procedures, and legislation while offering solutions to achieve compliance.
  • Provide knowledgeable and timely responses to inquiries regarding Land Use Bylaw contraventions.

 

Documentation & Legal Proceedings

  • Maintain accurate records of inspections, investigations, and enforcement actions.
  • Prepare reports and evidence for legal proceedings or Council presentations.
  • Present to Subdivision and Development Appeal Board (SDAB) and attend SDAB and provincial hearings, and other legislative proceedings to present evidence and justify decisions, as required.

 

Collaboration & Process Development

  • Coordinate enforcement efforts with Planning, Development, Building, Fire, Enforcement, and Legal departments.
  • Develop and maintain enforcement policies, protocols, and workflows for the City.
  • Assist in conducting Development Completion Inspections to ensure projects comply with approved permits and relevant legislation.

 

Safety

  • Ensure a safe and healthy work environment by participating in safety initiatives, inspections, audits, and maintain compliance with the City's Health and Safety Management System.

 

Miscellaneous:

  • Other duties as assigned from time to time.

Required Skills and Attributes

 

Technical Knowledge

  • Ability to interpret regulatory, legal, and statutory documents including the Land Use Bylaw and Municipal Government Act.
  • Strong understanding of land use planning and development in Alberta.
  • Proficiency in reading construction drawings, landscaping plans, real property reports and other technical documents.
  • Knowledge of planning, landscaping, and enforcement terminology, practices, and procedures.

  • Strong analytical skills with attention to detail.

  • Proficiency in Microsoft 365; familiarity with ArcGIS and enterprise systems is an asset.

Required Education and Experience

  • Post-secondary education in Planning, Enforcement, Building Technology, Law Enforcement, or related field.
  • Minimum 3 years of experience in development compliance, municipal enforcement, or related regulatory role.
  • Knowledge of municipal bylaws, zoning regulations, building codes, and land use planning principles.
  • Valid driver's license and access to a reliable vehicle.
  • Must maintain valid First Aid and CPR certification throughout employment.

 

Assets:

  • Certification in Bylaw Enforcement, Building Inspection, Applied Land Use Planning, or related fields.
  • Experience in a municipal or government setting.
  • Familiarity with GIS, permitting software, or compliance tracking systems.

Required Certifications and Documentation

  • Valid Class 5 Alberta Driver's Licence with satisfactory Driver's Abstract.
  • Satisfactory Criminal Record Check.

Working Conditions

  • Combination of office and field work.
  • Exposure to construction sites and outdoor environments in various weather conditions.
  • Occasional evening or weekend work for inspections or public meetings.

Position Type: Full Time   

Location: City Hall

Compensation: Pay Grade will be determined by position placement.

Pay: $44.50/hr. (you'll find the detailed information in Appendix A of the draft collective agreement)

Days of Work: Monday to Friday
