Position Summary:
As a member of the Community Growth and Infrastructure (CGI) team, this position provides casual Plumbing & Gas safety codes inspection services support of the municipality’s overall operations and development.
This includes, but is not limited to:
- Inspect residential, commercial and industrial structures for National Plumbing Code & National Gas Code compliance
- Enforce Safety Codes Act and all related Plumbing & Gas Codes and Regulations
Key Accountabilities
- Provide level ll technical inspection and municipal expertise and advice in the implementation, monitoring, and continuous improvement of own functional area:
- Review of Plumbing & Gas Construction drawings for multi-family, commercial, institutional and industrial construction, e.g., assist architects, engineers, contractors and/or building owners regarding infractions; ensure infractions are corrected; approve revised Gas & Plumbing construction drawings to ensure conformance; respond to questions and provide information; review changes to Regulations, materials and technology
- Inspect residential, commercial and industrial buildings in reference to Gas & Plumbing Code and Regulations, e.g., inspect buildings during the course of construction, alteration or repair to determine conformity with approved plans, requirements of the Gas & Plumbing Code and related Regulations; ensures adherence to the City’s Quality Management Plan (QMP); maintain records and prepare reports of inspections covering items such as the type and extent of the deficiencies, actions taken, and recommendations made for further actions; perform follow-up inspections to ensure that infractions have been rectified; inspect buildings after completion of construction in regards to Gas & Plumbing Code and Regulations.
- Enforce Safety Codes Act and all related Gas & Plumbing Code and Regulations, e.g., projects requiring Gas & Plumbing Permits for new construction; prepare orders and variances under the Safety Codes Act, gather evidence and prepare files for legal matters, attend appeal hearing of Safety Codes Council, appear at court cases and give evidence as required.
- Represents the City externally; acts as the liaison to industry and members of the public.
- Appropriate and responsible use of confidential information; maintains confidentiality and security of all information related to the City.
- Ensures a safe and healthy work environment for staff, visitors, the community and stakeholders, e.g., participates in workplace safety initiatives, participate in formal and informal worksite safety and environment inspections and audits, ensures compliance with the City’s Health and Safety Management System, reports and assists in the analysis of near misses or incidents.
Required education and experience:
- Completion of Grade 12 or GED.
- Province of Alberta Certificate of Proficiency in the Journeyman Plumber & Gas Fitter or other trade certificate covered by the National Plumbing and Gas Code with a minimum of five (5) years journeyman experience including three (3) years in a supervisory capacity in the construction of commercial and residential buildings
- Required certifications and/or documentation
- Registered as a Safety Codes Officer having Plumbing and Gas Group A (Installations), Group B Private Sewage Disposal Service (PSDS) and Gas Group A (Installations) in the Province of Alberta.
- Clear Criminal Record Check deemed satisfactory by the City.
- Valid Class 5 Alberta Driver’s License and a Driver’s Abstract deemed satisfactory by the City.
- Expected skills and attributes
- Thorough knowledge of National Plumbing and National Gas Code and related legislation as well as the ability to make technical judgments to correct infractions of the National Plumbing and Gas Codes.
- Communication skills with the ability to communicate effectively in written and oral form, e.g., maintain ongoing communication to anticipate and prevent potential problems, develop and maintain positive and effective working relationships with staff, the public and other stakeholders.
- Strong work ethic and highly motivated, e.g., ability to work in a fast-paced environment and respond to action requests and competing deadlines in a timely matter.
- Proficiency with MS Office, e.g., Word, Excel, PowerPoint, and Outlook.
- Preferred skills and attributes
- Previous work experience as a Safety Codes Officer is preferred.
Working Conditions:
- Regular time required outside of the office to perform job duties, with occasional normal office conditions, including front desk support.
- Regularly interacting with the public.
- Regular travel throughout the neighboring urban and rural areas.
- Occasional travel throughout the region, sometimes in inclement weather, and in construction situations in order to perform inspections.

Compensation: Pay Grade will be determined by position placement.
Pay: $46.70/Hr. (you'll find the detailed information in Appendix A of the draft collective agreement)
