Engineering Technologist Level I

Position Summary:

As a member of the infrastructure team, the Engineering Technologist Level I provides technical expertise of engineering functions in support of the City’s overall operations and development. This includes, but is not limited to: completing inspections of infrastructure and development landscaping for compliance to City standards, and assisting with residents’ concerns.

 

Key Accountabilities:

  • Provides technical expertise and advice in the implementation and continuous improvement of:
    • Assists in daily duties of the Compliance Officers: assists with line assignment reviews, grading permit, as built, lot, deep utilities and landscaping inspections.
    • Ensures compliance with approved subdivision applications for the servicing of new and existing developments; inspects construction sites in coordination with other technical staff including external consultants, utility owners and operators, and other stakeholders.
    • Completes field inspections including CCC/FAC of infrastructure improvement for compliance with approved design; provides input to Community Planning and Growth staff and assists Peace Officers on enforcement issues; assists in conducting Performance Deposit inspections for single house development permits.
  • Assists with residents’ concerns related to City’s infrastructure.
  • Participates in the building of cohesive interdependent teams that work to achieve departmental objectives and in collaboration with other departments; provides opportunities for team members to know of and value each other’s expertise and skills.
  • Acts as a model of the desire values, attitudes, skills and behaviours that contribute to a safe, ethical work environment.
  • Provides technical advice within the bounds of professional standards.
  • Networks and facilitates partnerships with local, regional, provincial and federal subject matter experts and service providers, peers in other municipalities, consultants, developers, etc.
  • Participates in the assessment of the current and future needs of the Civil Engineering team, gathering input and feedback, utilizing evaluation tools, analyzing and reporting statistical and evaluative data.
  • Provides technical support to the Infrastructure Team Lead on sensitive issues.
  • Appropriate and responsible use of confidential information; maintains confidentiality and security of all information related to the City.
  • Ensures a safe and healthy work environment for staff, visitors, the community and stakeholders, e.g., participates in workplace safety initiatives, participate in formal and informal worksite safety and environment inspections and audits, ensures compliance with the City’s Health and Safety Management System, reports and assists in the analysis of near misses or incidents.
  • Participates as a member of the Chestermere Emergency Response team in preparing and enabling the community to respond in the event of a local or regional disaster.

Required Education and Experience:

  • Diploma or Bachelor’s Degree in Civil Engineering Technology, or related discipline.
  • Previous experience within a civil construction environment directly related to land development, municipal engineering, project coordination and contract administration.
  • Previous experience in a municipal environment considered an asset

 

Required Certifications and/or Documentation:

  • Working toward / maintenance of membership/certification with an Alberta professional engineering association (e.g., ASET, APEGA).
  • Valid Class 5 Alberta Driver’s Licence and Drive’s Abstract deemed satisfactory by the City.
  • Criminal Record Check deemed satisfactory by the City.

 

Expected Skills and Attributes:

  • Good understanding of municipal business relationships with consultants and contractors with a focus on contract law, project coordination and contract administration.
  • Analytical and creative thinking skills; ability to solve problems, make decisions, negotiate and deal effectively with people in difficult situations.
  • Basic verbal and written communication skills. Ability to maintain ongoing communication to anticipate and prevent potential problems, develop and maintain positive and effective working relationships with staff, the public and other stakeholders.
  • Basic analytical and creative thinking skills; ability to solve problems, make decisions, negotiate and deal effectively with people.
  • Strong work ethic and highly motivated; ability to work in fast paced environment and respond to action requests in a timely manner.
  • Proficiency with MS Office (Word, Excel, PowerPoint and Outlook).
  • Working knowledge of AutoCAD, drafting principles and design standards.

 

Working Conditions:

  • Normal office conditions; long periods of sitting, reading and concentration.
  • May be required to work outside normal working hours.
  • Occasional travel throughout the region in order to conduct site inspections, often outdoors.
