Manager, Utility Operations

Position Summary:

As the Manager of Utility Operations, this position oversees the operation and preventative maintenance of stormwater management infrastructure and environmental programs including curbside collection of waste and divertible materials, and the Eco Center. The role typically involves technical, administrative, and supervisory duties to ensure compliance with environmental regulations, manage staff, and maintain public infrastructure following sound asset management and risk-based planning principles.

 

Key Accountabilities:

Provides leadership and operational expertise in the development, implementation, monitoring, and continuous improvement of:

  • Daily operation, maintenance, and inspection of all stormwater infrastructure.
  • Daily operation and maintenance of the municipality’s solid waste and diversion program(s).
  • Ensures adequate resource scheduling to maintain sustainable operations as per established service standards.
  • Ensures all operations, equipment and staff are compliant with all applicable federal, provincial, and municipal regulations, policies and bylaws.
  • Prepares annual site monitoring reports and provides input on any compliance irregularities.
  • Develops and maintains infrastructure rehabilitation programs in alignment with industry best practices and established asset management principles.
  • Administers recycling and diversion programs at the Eco Center to promote increased diversion from landfills.
  • Responds to public inquiries and concerns regarding stormwater or waste management issues in coordination with other internal staff. 
  • Communicates with other municipal or governmental agencies, or internal teams to resolve issues and coordinate efforts.
  • Oversees contractors and assigns projects; supervises subcontractors to maintain quality standards;
  • Conducts inspections and provides recommendations for construction completions certificates and final acceptance certificates in coordination Utilities Engineering
  • Coordinates specific assigned asset management/lifecycle reinvestment projects or new projects.
  • Coordinates the documentation required to label, move, track, and report waste and waste initiatives.
  • Conducts research and provides professional recommendations on a variety of storm water or waste management programs  focusing on innovative service area improvements.
  • Assists in preparing and monitoring the annual operating and tangible capital asset budgets for stormwater and environmental services.
  • Appropriate and responsible use of confidential information; maintains confidentiality and security of all information related to the city.
  • Ensures a safe and healthy work environment for staff, visitors, the community and stakeholders; participates in workplace safety initiatives, participates in formal and informal worksite safety and environment inspections and audits, ensures compliance with the City’s Health and Safety Management System, reports and assists in the analysis of near misses or incidents.
  • May participate as a member of the Chestermere Emergency Management team in preparing and enabling the community to respond in the event of a local or regional disaster.
  • May lead or direct crews during emergency operations.  This may require working extended hours in addition to regular business hours in all weather conditions.

Required Education and Experience:

  • University degree or technology diploma in relevant field such as civil engineering, environment, sciences, or appropriate integrated water management or waste management related field.
  • A minimum of 5 years experience working in stormwater or waste and recycling services fields.
  • A minimum of 3 years supervisory experience.
  • A thorough understanding of applicable industry best practices and regulatory requirements.
  • A thorough understanding of workplace safety legislation and regulations.
  • An equivalent combination of education and experience may be considered.

 

Required Certifications and/or Documentation:

  • Valid Class 5 Alberta Driver’s Licence and Drive’s Abstracted deemed satisfactory by the city.
  • Criminal Record Check deemed satisfactory by the city.
  • Certification(s) in water and wastewater operations would be considered an asset.
  • Certification from Solid Waste Association of North America would be considered an asset.

  • Proficiency with MS Office (Word, Excel, PowerPoint, and Outlook) and other computer software.

 

Working Environment

  • Long periods of sitting, reading and concentration.
  • May be required to work in all weather conditions in a field setting.
  • On-call rotation that may require work in the evenings, on weekends or holidays.
