Intermediate Utilities Engineer

Position Summary:

As a member of the Utilities team, the Intermediate Utilities Engineer contributes to the technical management of Utilities infrastructure, specifically stormwater, water distribution, and sanitary collection infrastructure, to ensure long-term viability and support economic development. This role involves providing technical guidance in alignment with best engineering practices, assisting the operation teams on technical issues and reviewing master plans, studies, and design basis associated with utilities infrastructure.

Key Accountabilities:

  • Provides technical expertise and manages the lifecycle of municipal stormwater, wastewater, and potable water infrastructure, ensuring long-term viability and supporting growth.
  • Implements, and monitors assigned asset management plans, strategies, and standards to meet short-term and long-term infrastructure needs.
  • Manages assigned capital projects related to utility infrastructure, including technical input, scoping, and oversight.
  • Analyzes asset data to optimize plans for operations, growth, renewal, replacement, and innovation, and contributes to annual capital programs for asset rehabilitation.
  • Contributes to long-range infrastructure plans, servicing studies, and operational plans, incorporating risk management, levels of service, and strategic planning.
  • Monitors development and growth trends, recommend solutions for fiscally sustainable utility servicing, considering the integrated system of bulk gate agreements, lift/booster stations, pipes, ponds, and outfalls.
  • Provides technical input on third-party contracts for utility services, including negotiations and agreements.
  • Collaborates with internal teams, external partners, and service providers to improve asset management processes and ensure effective utility operations.
  • Monitors assigned capital project budget and resulting impact to utility rates. Implements mitigative measures to reduce the risk of budget variances.
  • Maintains compliance with policies, procedures, regulations, and safety standards, and participates in emergency response as required.
  • Ensures a safe and healthy work environment for staff, visitors, the community and stakeholders, e.g., participates in workplace safety initiatives, participate in formal and informal worksite safety and environment inspections and audits, ensures compliance with the City’s Health and Safety Management System, reports and assists in the analysis of near misses or incidents.

Required Education and Experience:

  • Bachelor’s Degree in Civil Engineering or related discipline.
  • 5 years of progressive utility engineering experience.
  • Contract management experience considered an asset.

Required Certifications and/or Documentation:

  • P. Eng. designation.
  • Maintenance of membership/certification with an Alberta professional engineering association (e.g., APEGA).
  • Valid Class 5 Alberta Driver’s License and Driver’s Abstract deemed satisfactory by the city.
  • Criminal Record Check deemed satisfactory by the city.

  • Strong work ethic and highly motivated; ability to work in a fast-paced environment and respond to action requests and competing deadlines in a timely matter.
  • Proficiency with MS Office (Word, Excel, PowerPoint, and Outlook).

Working Conditions:

  • Normal office conditions; long periods of sitting, reading and concentration.
  • May be required to work outside normal working hours.
  • Occasional travel throughout the region to conduct site inspections, often outdoors.
